I completed payment and submitted i-539 on April 30th to extend my parents stay in US due to the covid situation, so far I have just received the notice. I have heard from relatives and friends that USCIS never sends an approval notice and i should keep the received receipts as proof and let them stay. My questions are: Is that the case with others too? Can they legally stay if the application is still in the review status?

I have been in this situation, your status is legal and valid as long as an extension is filed and you are waiting for a approval/reject notice.
